Your view and pretty much an isolated view at that. Most of us consider activation when the OL points to a monster and says "this guy will act now", that's when he has to play Dash/Frenzy, followed by doing something with that monster.
The triggering condition for Frenzy is the attack action.

No. Not seeing the trigger as the attack action. If that were the trigger, it would say "Play this card when a monster makes an attack action."
By your view, if the monster is adjacent to a hero and the OL doesn't want to move it, he can't play Dash :surprise: ? Or if it takes a double move to reach a space where the monster could attack from, can't play Frenzy to give the monster an extra attack. That's just weird.
