I've won two campaigns now as the Overlord and I've never used the card (to be fair, in the second game, we'd modded some of the other cards to make them more worthwhile). I'll agree that it looks to be perhaps the best of the Universal cards, but that's not saying much. It doesn't terribly excite me. The biggest problem I see is that there's no way to use it "pro-actively" as the Overlord. You can't predict when the heroes are going to get unlucky and fall just short of killing a monster. In fact, you can easily go an entire quest and have it never happen. The card could just end up being dead weight in your hand all that time.
