The problem with something like this in a Conquest game is that someone might have a whole bunch of movement and explore all of the core tiles on the exact opposite side of the board from whereever you go. Then you're probably completely screwed. If the map is going to be dynamic (i.e., the location of the objectives is not predetermined, but they appear wherever someone explores for them) then it becomes pretty important for players to go generally in the same direction. I'm sure that's how the wedge-type layout ended up in the game.
