Tactic choice (turn order) is very dependent on what a player draws initially and what they need to accomplish in that round. In general, the first player to a resource (adventure site, wandering monster, keep, mage tower, etc) will have an advantage if they can take that site with a minimum number of cards/wounds. This does not always go to the first player, but the first player to successfully interact at the site.
What player will go for will completely depend on game state at a given time.
