2) To start, I recommend an Emperor Edition Starter deck for the clan you are most interested in playing.
3) http://www.l5r.com/the-story/ is a fairly concise summary of the story up through the start of Emperor Edition.
4) I, myself, am from the NYC area. I usually play in Saddle Brook, NJ, but also sometimes in Mineola, NY and West Babylon, NY. Sometimes there are players on Mondays at a cafe in Manhattan, though I don't know how often they meet.
