I agree. When you use the wand, you can either cast the spell that's bound to it (using the appropriate action - quick or full - and paying whatever mana the spell requires), or you can utilize the wand's ability (which is a quick spell costing 3 mana) to bind a different spell, replacing the current one with another one from your spellbook. I don't see why you would need to preselect the replacement spell during the Planning Phase when you're not required to do that for the original bound spell.
