You always replace cards in your provinces as soon as they are empty, and unless a card effect says otherwise, you always refill face down.Events can have some great effects, but they do reduce your buying options during the dynasty phase.
Also keep in mind that events and regions only take effect during the events phase. So if an effect allows you to flip over a card as an action, and it's an event or region, it will just stay there and resolve during your next events phase (unless you discard it during your dynasty phase). Celestials always enter play as soon as they are flipped, regardless of what phase it is.
