I'm fairly certain the passage in the rulebook that you already quoted is the only official answer I know of with regards to spending BOLT symbols. Basically it's trying to say that you can spend individual bolt symbols regardless of whether they occur together on a single die (you pool all symbols, and then spend them as you please; otherwise it would be impossible to activate certain items and powers). If your friend is arguing that you can only spend the two symbols as a single symbol...well, I have no idea what to suggest. Does he also think if you roll HIT + BOLT on the same die face that you have to choose one or the other?
I'm fairly certain the rule is written the way it is because the designers assumed that people would have questions about whether they could split the symbols up, not whether they could spend them together...
