When an ability that is triggered 'when you test' grants 'scout', can the scouted card, when prepared, be used to aid the test? (Note: I understand that you cannot scout before drawing skill cards, as that is before the 'when you test'-window). For example: Ways of Old: When you test, you may discard this skill to convert 1 fate to 1 success and scout 1.
Abilities that a hero can resolve when they are performing a test are resolved during Step 2 of the test (see page 25 of the Rules Reference, section 100.2). During this step, any cards or abilities that are resolved "when you test" can be used, even if they were just prepared from a different "when you test" ability. Step 2 of the test does not end until you proceed to Step 3 (Calculate Results). For Step 3 to begin, all "when you test" abilities activated must be fully resolved, including any scout abilities.
So, in short, yes. The scout 1 ability on Ways of Old happens "when you test" so if you prepare a card that can also be used "when you test" you may immediately use the new card as well.
