From what I understood, having a Nazgul in the same region as the Fellowship last known position gives you an extra reroll during a hunt roll. Therefore, using Nazguls in such a manner is a reactive tactic.

The way you describe it lets me think that there's a way to be proactive with the Nazguls regarding the movements of the Fellowship, but how?

To say it another way, place a Nazgul on a space in front of the Fellowship. If the Fellowship is at 0, place it one space in front; if at 1, two spaces in front, etc. If the Fellowship is revealed on its next move, it will have to reveal on the space with the Nazgul or take a different path.
