Couldn't find an answer to this despite lots of searching leading me to believe that this is probably a dumb misunderstanding of mine. Apologies in advance.

For the Full-Powered Flick ability of The Hand, what happens when the card is drawn face down? Does it raise its finger in preparation for an attack on the next turn when the card is drawn face up or is the only difference between face down and face up draws is that face down it attacks the closest survivor following the flow, and face up it attacks the survivor with the most armor points, following the flow?
