You can't damage 2 targets with a single card unless a card ability specifically allows it to damage more than one target.
Yes, only cards like Fireball and Roomsweeper has the ability to damage more than one obstacle.
Here's some examples how the pooling of damage works:
Applying damage. Damage from one card cannot be split between different obstacles, but damage from one or more cards played next to an obstacle is pooled and can be split (it does not have to be applied consecutively if damage in-between is also applied).
Colorless damage is pooled and can be split for an obstacle you've placed cards next to, example:
Obstacle: [2+Black+Blue+2]
Cards: [5+Blue] [Black]
(The 5 will take out both 2s)
Colored damage from one card does not have to be applied consecutively if damage in-between is applied:
Obstacle: [Red + Green + 3 + Blue]
Cards: [Blue + Red +2] [Green+1]
(The first card with will take out both the Red and the Blue in last position, because the two cards combined will take out the +3 and Green in-between, finishing the obstacle.)
Obstacle: [Red + 2 + Green + Blue]
Card: [Blue + Red +2]
(Here the card will only take out Red +2, the Blue can not be applied because you can not apply Green damage in-between).
