Even if the rallied animal has the surge ability, you still cannot attack another animal since it's not your own main phase.
unless you refer at this part from the rulebook:
Any effects of playing that card are resolved immediately, even if it's not that player's turn.
It happened at Spiel '19 with me as well, where I've been told that the surge effect didn't resolve.
Of course with 4 busy days and lots of people visiting the booth, mistakes are easily made.

Yes that is exactly the part of the rulebook I am looking at. So if that is not about Surge then what does this text in the rulbook mean?
