Game publishers are damned if they do, damned if they don't. If they entice KS backers with some extras and later those extras aren't available in the retail version, retail consumers get upset they can't get the "full game". If publishers make available all of the KS goodies to retail customers, the KS backers feel manipulated that they were enticed to back the game when they could have just got it in retail later at no risk (i.e., after the reviews have come out, and not having to wait months after spending the money). There is no business model that will please everyone, but do yourself a favor and try not to assume someone's out to manipulate you or cheat you.
I'm about to break out my retail version of Set a Watch right now, and I can see the back of the box lists the contents of my version accurately. This allows me to make an evaluation that I was not misled in my purchase.
