let me repeat myself: the rules does not say that monster action is attack action (and this is actualy where all the confusion is, as one half thinks it does). Monster action is considered to be attack action only in one specific (and very short) moment - when deciding, if you can make an attack again this turn. after that, it is only monster action and if you can only do attack action, you cannot substitute it
