Thanks for the thumbs up.Good catch: I looked up surge in the rulebook and to my surprise it really says "during the quest phase" which I was not aware of. Anyway, several AP scenarios so far have changed basic rules when it suited scenario mechanics so I'd take the liberty of the golden rule that specific card texts may alter basic rules.
I could write instead "reveal a card from the encounter deck and add it to the staging area" but that would really clutter the card text even more, wouldn't it? I tried to streamline the card text as much as possible on all cards.
Yes, Angus McBride is great. To use his artwork was one of the main reasons for me to design custom scenarios.
