I switched to lackeyccg when I got tired of the tedious deck building required with vassal. lackeyccg has deck building designed into it, but now I've found the best combination for LOTR by far is using "LOTRLCG Deckbuilder" to construct, modify, and analyse your deck and scenarios, and using lackeyccg to play. I like the layout of that deck builder and sorting capabilities and that it allows you to easily select particular extensions and quests.(I sorted by sphere and card type) Download it from here: http://eric.minet.free.fr/ and lackeyccg from here: http://www.lackeyccg.com/downloads.html
I didn't find either of these difficult to use, but there are some handy tutorials http://www.lackeyccg.com/tutorial.html to power up fast. Take a look at tragictheblathering's numerous videos on LOTR where he uses both of these tools. In this one he builds a solo deck for "The Hunt for Gollum": http://www.youtube.com/watch?v=gPgu0EDVQGI&feature=relmfu and then plays the quest in lackeyccg: http://www.youtube.com/watch?v=XzibGpBRBR8&feature=relmfu
